History
The now Barangay II in the City of Kabankalan was once a wide patch of sugar cane field. That time, Kabankalan was a barrio of Ilog which is the very first capital of Negros Occidental. Kabankalan became a Municipality on March 14, 1907 through the passage of RA 1612 and the Presidente Municipal was Tan Lorenzo Zayco
The barrios were the only Municipal divisions outside town proper or Poblacion. There were 22 barrios then. The term “Barrio” was later changed to “barangay”. It is an old word coined by the pre-Spanish Filipinos pertaining to the most basic unit of society which was derived from “Balangay, the name of the boat boarded by the 10 Bornean Datu who came to the Philippines.
Barangay II was organized on July 5, 1976 under Presidential Decree No. 86 and Barangays 1-9 were organized in Poblacion proper of Kabankalan. Militon Zayco was the very first appointed Barangy Captain of barangay II until being replaced by Crispin Tagamolila when the latter became disabled.

CADASTRE (CAD.88-D, CASE 2) survey in accordance with the provisions of ACT 22590 as amended under the direction of lands, Barangay II covers an area of 25.818 hectares and composed of 6 Puroks and with total population of 1,957.
Barangay II is situated right at the center of Crossing Coronacion that when one enters the City of Kabankalan, it can be immediately located as evidenced by the imposing lions and a Tri-posted Lion’s Welcome Arch standing tall in the intersection of Guanzon Street and JYPerez Highway going to Talubangi.
Most of the residential houses converged around the Barangay Hall that is adjacent to the Regional Trial Court Branch 61, the National Bureau of Fire Station, also few meters from the National Police Station, the newly built Barangay Covered court (2017) the newly built City Health Office only this 2019.
Rapid growth of commercial establishments kept sprouting along prominent roads and highways of the barangay.
Barangay II is the second smallest among the 9 poblacion barangays having an IRA of 2.7 million for the year 2020.
On May 9, 2016 Presidential Election, an unprecedented election record in the history of the Barangay happened. Punong Barangay Rey G. Cordero, one termer as punong barangay ran for the higher position as SangguniangPanglungsod Member, won having Barangay II voters cast straight votes for the Nationalist Peoples Coalition (NPC) where candidate Rey G. Cordero belongs and this was considered a legacy for the barangay.
The vacant position of Punong Barangay was being filled-in by the number one kagawad, Kagawad Samuel J. Villafuerte. He again ran for the position as punong barangay and won over Lovelyn Matutina Tomon.
Under the term of Punong Barangay Samueel J. Villafuerte, remarkable government offices and permanent buildings were being constructed in the barangay like the Barangay II covered court, the Bureau of Fire Station Building and, the City Health Office in 2017, the PAG ASA Building and the BJMP Phase II in 2019. This year 2020, a Multi-Purpose Building is being constructed in the previously Barangay Plaza of Barangay II.
