Securing Building Permit

SECURING A BUILDING PERMIT

A Building Permit is required prior to the erection, construction, alteration, repair, transfer, conversion and demolition or caused the same to be done on any building or structure owned by government or private entities. The Permit shall expire and become null and void if the Building or work authorized did not commence within a period of One (1) year from the date of such permit, or if the building or work so authorized is suspended or abandoned at any time after it has commenced for a period of 360 days. The permit shall include structural, electrical, plumbing/sanitary mechanical aspects.

3. Two (2) copies – Building Design Analysis and computation, stress diagram with seismic analysis conforming to the latest provision of National structure code of the Philippines for two (2) Storey Building or more duly signed by the by a structural Engineer.  – City Engineers Office

The number of copies indicated above already includes the requirements for securing a Zoning clearance ( from the City Planning and Development Office), Fire Clearance (from the Bureau of Fire Protection). For Commercial and Industrial Building Plan and documents for submission to the Environment and Natural Resources Office (ENRO). For Industrial Buildings, provide additional four (4) Electrical and Mechanical Plans, Specifications and Bill of Materials and Cost Estimates for Submission to the Department of Labor and Employment (DOLE).

Plans and Specifications shall not be required for: Traditional Indigenous Family Dwellings which are intended for the use and occupancy of the family of the owner only and constructed of the native materials such as bamboo, nipa, logs or lumber the total cost of which does not exceed Thirty Thousand Pesos (Php 30,000.00). Single Detached Dwellings up to 20 sq. m. in floor area. For any of the above, simple sketch with dimensions, accompanied by a site location and vicinity map will suffice. To facilitate processing, compliance of the following technical requirements must be checked before submission of the plans and pertinent documents to LBO/ CEO. 
Requirements of the National Building Code under P.D. 1096 Laws and City Ordinances affecting the design/project shall be strictly complied with compliance with B.P. 344 (Accessibility Law) shall be indicated in details on the plans of commercial, institutional, and public buildings. All revisions/additions made in the plans shall have an acknowledgement of the designer. Special Power of Attorney (SPA) shall be required if the owner is not the signatory in all application forms, plans and documents. All application forms and letters must be properly filled up with all the necessary information available.

  1. ELECTRICAL PERMIT

This permit is required prior to electrical installation, alteration or repair of any building or structure. For new buildings, this permit is part of the requirements for a Building Permit application.

D.   SANITARY PLUMBING PERMIT

This permit is required prior to the plumbing installation, construction, addition, alteration on building structure, including water supply, storm drainage, water purification and sewerage treatment plants. For new building this permit is part of the requirements for a new building permit application.

E.   FENCING PERMIT

This permit is required prior to the construction of fence up to 1.80 meters in height than indigenous materials and/or barbwire or chicken wire and hog wire.

This permit is required prior to the systematic dismantling or destruction of a building or structure in whole or in part.

This permit is required for the temporary service connection to a power utility lighting and power construction. Christmas decorative lighting, lighting of cemeteries, temporary lighting for carnivals, fiesta, testing etc.
